you should contact the TD's or the creator of the tournament if you have a beef with how someone inside that tourney is playing and they can direct you if it was within the rules set up for those games or not.

obviously he doesnt understand the rating system, or could be a multi who still cant find a way to win and is taking out his frustration about it.

Either way best bet is to respond to his crap rating he gave you and he will be getting some admin attention for this.
