A few issues though:

Kaliningrad: If you remove the minimap and resize the the legend a bit you should have more room to shift "Estonia" and "Latvia" to the upper right position and "Lithuania" to the right. This way you can get room for "Kaliningrad" in the upper left position ...

All text needs crisping up. The countrynames are a bit on the small side.
The legend title is good. Try using the same font for the bonuses (but smaller and in colour of course).

Try a very pale blue for Syria. The darker shade is too remenicient of water.

You could extend the mat to the right and in that empty field create the legend. I did something similar on my Senate map, but there I added to the bottom.

Or you could use the Sea?

I need this question answered, does anyone know how to get the title on without it looking tacky?

Create a new layer in PS and add the legend.
Then duplicate it and experiment with them. changing fonts, adding drop shades.etc. The only way to go is to experiment.
Then post the ones you like ...

Fundamentalis m is not a philosophy but more of an attitude adopted in conjunction to any held conviction ...

It says Pete can border Mary. I didn't have a path connecting them, but I could still fortify there. Then I checked the XML, and it says you can attack Pete to Mary. They clearly do not border.

The latest version is still the one on page 18. I have been too busy this last week to do anything new.
I'm going to test Sullys ring&cirkle technique first. It sounds like a good approach.
