I propose that when using the Game Finder function there should be an RSVP link for private games still awaiting players. Those who already have the password could still click the "Join Game" link which would prompt them to enter the password as usual. On the other hand ...

I really like doom's idea best, with a 5 card max:

1 spoil = 2 troops
2 spoils = 4 troops
3 spoils = 6 troops
4 spoils = 8 troops
5 spoils = 10 troops.
