I hope this might be the answer, right mow it seems to me that it's better to stay on the bases rather than move around, and when you get enough troops you go for the south pole and take down who instead went out for territories.

Am I right that if you loose your bases you are eliminated?
couldn't it be changed to something a little bit smoother like:
without bases your territories with one troops become neutral or
without bases you accrue one troop only every two territory on the same region?
Sorry Gillpig, personally I'm a bit against this, since it is going to be an huge advantage for the attacker, especially with large maps. you could wipe out an entire continent without loosing almost troop (eg start from Thailand wipe out Asia end your turn in India and reinforce back Thailand ...

sure, a game by game accrual, you cannot carry it over between games and sure, an option to select when you create a game - I mean, you can keep it as it is now if don't want it

Actually what I had in mind was something pointless for the game itself, but funny; I believe you got the point.
It could maybe be started with a straight average, or evolve in something more significant (as the deviation of the results from the odds).
