all possible combinations of 2 dice is 6^2 = 36.
all combinations of the two = 6^3 * 6^2 = 7776.

Of those,

attacker lose 0 defender lose 2 = 2890 or about 37%.
attacker lose 1 defender lose 1 = 2611 or about 34%.
attacker ...

Depending on what you like, there are several good ones free for download. GIMP and Paint.Net are both very capable and both free. I have used GIMP a little, paint.net even less, but I think either could handle this.

I wish I had more time for building this sort of thing, I would love to help even ...

This idea is sound; nerf the cards a bit so they no longer become the central focus of every player (driving everyone to take a territory every turn in order to stay competitive), but still provide a reduced number of bonus armies. Bump!

This is slightly off topic, but what about another option like "real flat rate"? Where everytime you trade in a set, you get the same bonus, regardless of colors.
