Do you think a player has an obligation to attack another player's undefended borders if no alliance has been announced?

I pointed this out to a player in a game, and of course he felt like I was telling him whom to attack, and refused to attack the other player's undefended borders ...

I agree, I think some solution is needed for this... I just got dead-beated by my partner in a doubles game when he missed his first three turns.

I have heard the suggestion to only play with people you know, but I think thats rarely feasible and the number of doubles games would go way down if ...
