What's the penalty for secret alliances?

What is the penalty if players are confirmed to have a secret alliance? Is the entire game deleted? Are both players booted from the game? Are there any other more lasting penalties?

If you pay attention to who is getting bonuses, you can usually get a pretty good idea of what territory they control. Not everybody pays attention.
