Luck in 2 player escalating spoils endgames

It seems like when you get into an endgame where it's just two players, and when the number of troops due is at least 60 (I'm using world 2.1 map as a reference), there is almost no skill involved.

There is a functioning replay game... it doesn't show number of troops, but it does show regions conquered..
Need Greasemonkey + Firefox

Is a "Bombardment" the same as assaulting from Emperor and conquering it? It doesn't seem to show that the player who bombards gains any territory in the overview tab.
No, bombardment means you kill the enemy that's there but you don't gain any territory.

The territory goes back to 1 neutral ...

Why is there no function to flip though finished games, move by move, from start to finish?

Currently you can only look at snapshots and read the log, and snapshots are only available for games that you yourself played.
