For gameplay, what exactly is the point of having a +1 bonus for Paris? I've never been a real fan of one-territory bonuses, even if they do start neutral. I'd recommend taking that bonus away and giving the whole region a +3 bonus. Of course, many will probably disagree with me on this.
Since the center continent will be very hard to hold, maybe consider making it a +7 or +8? The other bonuses look good.
