Actually no. Just thought of something. Think of it as, if he had just put me on foe list because I made a lot of bad plays or something, I'd be fine with that. But his reasons for foeing me are why I foed him.

As far as I can tell (and I could be wrong) this is what PC9's argument is, laid out in a slightly more formal way:
Premise 1) It is "legal" to put someone on your foe list because of bad gaming strategies on their part
Conclusion 1) If someone puts you on their foe list, it is because you had a bad strategy
Premise 2) You did not have a bad strategy, yet you were put on someone's foe list anyway
Conclusion 2) The foeing was "illegal"

Now, this is slightly different than the situation PC9 laid out, in which the foe was retributive, but I don't think it makes that much of a difference.

However...I disagree with PC9's position. A player is free to choose who they want to put on their foe list, no questions asked. I don't happen to want to foe anyone, so I don't/won't. But if someone wants to foe me, they're free to. I'd like to know why, to see if I've done something wrong, but ultimately it's their decision to make, not mine.

I wouldn't necessarily say only bad strategy qualifies a foe, but that's basically my basis for foe list, yes.

Maybe you can give some tips to owen on how to respond to an opinion.

That is still a response to him. He posts something, and you respond to his act of posting. You're using the same reasoning for your Foe List argument. You're not putting someone on your Foe List because you're on their list, but because of the act of them putting you on their list? Either way you look at it, you're putting them on your Foe List because they put you on theirs. This is like trying to argue the meaning of the word 'is'.

It's different for foeing someone for just being on their foe list than foeing someone who foed you for dumb reasons.
