no i like the colors,
make the background of the legend looks like a sort of a map (the only thing is you gotta move the name haarlemmer meer for that)

It is much to much, I don't it like this way. It must be a background texture and not the forground. It dominates to much. And not only the flag but also the background of the countries.
I think that the armies where better before this change.
Don't use a background for it, what is wrong with white against blue.

Dont use the ocean so dark, or you need change the colour of those names... About the surrounding areas, can we have the same 3D effect on it? And as I said, it looks strange with a portion light gray and another one darker. Unless you will label them can you try the same colour?
I suggest you to center the number in the light are of the legend shapes. Names of the islands to north and that territory in south should be nearer the countries. The map also needs a title... and of course you wont put your sign in the flag, will you?

I agreed with Marvaddin, make the see lighter and germany and belgium in the same texture. For the rest to me it looks fine

- *Make the dead territory look less like the moon and more like Earth.
- *Change the colours so that the two blues are not next to each other.
- *Zeeland is a bit messy and confusing. Try changing the colour and moving Zeeuws' name into the territory.
- *Maybe add a train track between the one-border countries, Zuid Limburg and Zeeuws Vlaanderen.
- *Make the lines connecting Wadden the same thickness as the lines everywhere else.
- *By the river, it'd be easier to realize that the connection was there if you used bridges rather than lines.

i still suggest there must be something done about the legend, it must have some sort of backgroudn, i don't know what for background...

The army shadows on the purple region don't look good. They are barely visible.

If you're on Inkscape, I think they have this on GIMP too, put a transparent box in the layer under it.
