True, intent is never enough. Hence the need for action based on stated intent.

Ok, now I see what you mean. Chivalry, Bushido (samurai honor code) and the nearly non-existant pirate code are all well-intended guidelines. As opposed to say, the current legal codes; modern law has no philosophy.

Modern Society is varied in its philosophies. But the underlying theme is basically "Live like there ain't no tomarrow", get rich and "It's my body, I'm gonna do what I damn well please".
And yes, most religious believes are based on written scriptures with interpretations of such. I perfer to base what I believe on what the written word says and, thusly, what it means.
