If they want to they will need to review the Abandoned Tournament Takeover section of the Tournament Handbook.

I've PM-ed the creator of the tourney. If I don't hear anything by the 22nd I'll take it over - he's active in games so he is about.

I never heard anything back and as I can't take over the tournament without the creator giving me the okay, looks like this is finally dead.

(I know we all knew that already, but meh)

Feel free to create your own tournament using the same idea. It doesn't look like this one was very far in anyways.
