He was getting good information from some channels, bad information from others. From what I've read, the sources of the bad information weren't entirely credible, and some members of the intelligence agencies were trying to say so.
So did Bush lie? No. Did he chose to accept the information that fit his agenda, and disregard more trustworthy sources to the contrary? Yes. So he may or may not have been a liar (I don't know the guy), but he definitely wasn't a very good "decider".
I actually don't think G.W. Bush is a bad person. Those who have gotten to know him from both sides of the political aisle speak quite well of him - even the farthest left leaning members of his press corps call him very personable, sincere, and approachable. That said, I don't think he's the wisest choice our country has ever made to be the "leader of the free world."
