Well it was mentioned that people are being switched around, so if members are killing then they're likely to kill the people who are active to reduce the chances of their victimes getting them first. Why would the killers target inactives, when they're not around to harm them anyways?
So if half of us die that way, most likely those that are on often.
Well, unless Tal does the killing, in which case I assume he'd knock off the inactives.
