It is extremely unlikely that there would be a scum politician as it would probably unbalance the game...

This Roger Dodger person makes me want to punch babies.
Either way, Jacob would be town, however I do not see him being a bomb. And how is he fragile? He has a Tau'ri inside him, making him healthier and stronger then humans. Unless this is when he had cancer, the reason he decided to host a tau'ri to begin with, but we've seen Vala in this game so it cannot be that far back.
