There are townies (nobles and peasants)
There are scum (Merry Men)
But at some point (i.e. after the archery contest, tho other possibilities seem to have cropped up), some people (certain peasants and certain power roles, probably) are either compelled or given the choice to join the merry men and become mafia. It was almost certainly the former in mandy's case, as he was operatic in demanding that we kill him before day 3, plus he turned out to be Maid Marian.
