If you take a territory you should get a card. Timing out should not be a strategy and/or a punishment , in my point of view.
if you were playing a real game of risk, you wouldn't "time out" and not get a card.
I appreciate that there was some gamesmanship that went along with running out of time, but it's something that should be fixed.
