Wow never thought anyone would be allowed to get enough troops to take 120 neutrals out in order to win a game!

- it's manageable with escalating spoils, little harder w/flat. in no spoil/nuclearWow never thought anyone would be allowed to get enough troops to take 120 neutrals out in order to win a game!
games it's possible, just would take really long time to gather enough troops.
in those, going for the game objective seems like a reasonable alternative (though,
hard feat to accomplish without raising alarms)
