What would you interpret as being hopelessly behind. Because after the 12 bonus for troop count, you only gain additional troops with the bonuses. So even if your opponent has 100 regions more than you, if you manage to steal away into a corner and get a +15 bonus, and your opponent doesn't realize it (and doesn't have any other bonuses of his own) then you would stand in pretty good stead. It may be unlikely, but hey, weirder things have been known to happen

Hopelessly behind is like when you are not getting the full 12 or your opponent has multiple bonuses you are unable to break and is up a 100 or so in territories...Its like the difference between art and pornography, I know it when I see it.
