Bad die don't necessarily make you lose a game. It just annoys you. The only problem I have with the dice is that they are streaky to the point that it would cause a statistician to have an aneurysm.
If some of the bad luck with the dice here could be turned into good luck at picking lottery numbers, we'd have several jackpot winners playing here.

you're right and that's why the die are so annoying, because if you're a good player and strategist you compensate for the die which means you're fighting and up-hill battle. Risk (and CC) are as much about luck as strategy, if not more so.
You could be the best strategist in the world, but if the dice don't go your way, you will lose.
