i know the difference between water and inland territories, but i dont fully understand the coastal. What differentiates between coastal and inland?

Coastal can be attacked by ships but inland can't.

A few map notes:
Kiel, Constantinople, and Denmark are navigable. They all are consirdered to have one coast. A fleet could move from the Black sea to Const. to the Agean sea. Same with Keil and Denmark. Denmark borders Sweden and can be traversed by armies and fleets. Skagerrak does not border the Baltic Sea, it must go through Denmark first.
