...punish you even if there is no official record of an incident transpiring ...Not every case is made public.
Whether it is reported behind the scenes or not, the recipient of the disciplinary action should be informed of the details of the aforementioned infraction. Who reported it doesn't have to be revealed, however the offender should be able to see what they did wrong.
His concern is not unwarranted.
