That voting thing you referred to, "present" as opposed to casting a yes/no vote on legislation is in reference to Barack Obama's eight years as an Illinois Senator... which forces a bill to be reworked by it's presenters before returning to the Senate for a vote. This is usually done to remove unrelated spending/grift/pork from a bill before it can be approved by the Illinois Senate.
