For Blitz himself he applies the "on the way" rule. For us, mere mortals, we have to receive them first

I just got a medal. Looks like it is:MEDAL DISTRIBUTION DAY

and looks like I got a medal stripped?
I had 96 a few weeks ago, now says 95? why?

Blitz, apparently it was a medal for winning Around All CC’s Maps: Doodle Earth.
Looks like it was credited inappropriately. Incidentally, HA won it here :
