Actually, Kirby is like the 3rd worst character, second worst being Pichu and worst being Mewtwo. The character divide isn't as great as many fighters, but it still exists. The tier list determines the overall rank. It is possible for a lower tier to beat a higher tier, but only if the player is more skilled. If a competitive Fox goes up against an equally skilled Mewtwo, Fox is going to win. In a game where the characters are different, each with their own movesets and characteristics, there will be a tier list.
