and to answer your other questions, I believe so, the problem defiantly uses at least as many numbers as the joker describes in will's post.
As for it being a phone number, I was assuming that if we were to group them in one and two digit groups, it's probable that each number may be referring to a letter in the alphabet, like I was trying earlier.

After meticulous examination,and lateral thinking, they assumed the numbers were representing letters, and came up with the police station. They soon agreed the pieces fit together to well to be wrong. The informed the police to send some undercover police officer's behind the police station. The police rallied up a few men and went straight over there as fast as possible. The police men drove up to the side of the station and got out. When they turned the corner they saw a man in a police uniform. " Are you our contact?" asked one of the men bluntly. " Ah yes, i've been waiting for you to come. We arn't done yet, figure out this last riddle and ..." " One more riddle! This isn't a game!" interupted a police men. " I beg to differ" replied the man and started to laugh. The police were disgusted by him. One of the officers released a heavy right hook and knocked the man to the ground "Listen you son of a bitch! Tell us were the Joker and his men are right now, or your not going to be able to talk at all!" screamed on of the men at the Joker's thug. The thug seemed a little nervous, but something seems to be reasuring him. " I know nothing, im just a pawn of the Joker's, and all I knew is the information I bring. I could tell you this, or more people will probably die." The officer's sighed. "Then tell us" they sayed.
