If no one assaulted (highly improbable), then red will win....

But there will be assaults, because first people will try to get the small bonus, there are too many small bonus in 2.1that there will be a lot of assaults

it won't happen. with 3 terits per person you have incentive to attack because while you stack on a terit, one of your neighbours will probably stack in some other part leaving just 3 troops near you.
you stack for a couple of turns then you attack.
also since you're spread over 3 terits there's no risk of being eliminated if your attack fails. or at least that risk is really low.

the only way this could lead to a stalemate is if every turn all the people stack equally, 1 troop per terit. but that's silly. somebody is bound to break the deadlock and go for a bonus.
