Yeah. It should be. I'd do it, but i can't find the right tools. I second that, the uk map could be redone really well and mabye seaports could be added. Any good map (hard to play) is one where every country has lots of borders. Try 50 or so counties in England?

It works the same way as attacks. If a can attack b but b can't attack a, a can fortify b but b can't fortify a.
