B. All schools in Wyoming get a fair share of funds. (yes)

We got an... interesting... initiative measure in Oregon this year (most of the the ones we get are Sizemore measures ). Here's a good paraphrasing from Wikipedia:

Ballot Measure 65 is a ballot measure for the November 2008 general election in the state of Oregon. It would replace the current primary election system, in which only members of the Democratic or Republican parties may vote in partisan primary races.

Under Measure 65, voters would receive the same ballot regardless of their own party registration; for each partisan position, the ballot would list all candidates, also without regard for party registration. Voters would choose one candidate, and the top two candidates would advance to the November general election.

I somewhat doubt it will be passed because of course the major political parties oppose it. But, plausibility aside, what do you lot make of it? What kind of impact do you think something like this would have?
