I think next time, I will put a failsafe into the rules to prevent this. Next game, each question will have to be seconded by someone else before it is answered. This will prevent questions being wasted.

Well, being "in" a city is kind of subjective, so I clarified by saying that the street address for Andy's location is not XXX, Dover, DE. That's the only way to objectively answer that question. You might do better by asking questions that divide the state up into smaller and smaller areas.
