Monitor and the Merrimack were arguably the first, the La Gloire was just a regular ship that had its top deck removed and iron plating slapped on the side. The monitor was actually a new ship, solely designed for river combat. It also was the first ironclad to use a steam engine, giving it the ability to have the vast majority of the boat below water and thus largely protected from cannon fire. It doesn't always matter who does it first, but who does it right first.

Actually, the US has a consistent history of interfering with other states' affairs--bombing campaigns, insurgency support, coup d'etats, support of some of the most oppressive dictatorships of the world, and of course outright invasion.
