I don't see enough upside to this, as this is only limited to Fog of War games.

this is meant to give a player a slight advantage not an overwhelming advantage, lets say in arms race you cash the missile launch then you would see all of your oppentents territories if you could see adjacent. But why can't pu get more than one thing? + the more dominant you are the more useless this option becomes
same can be said for nuclear,no spoils,esc,flat rate and pretty much any other setting as people who ar dominant tend to win

and escalating games are useless on city mogul, there is always a flaw in something but this sugg is for FOG games
+++ very little impact on maps such as the Age Of Realms trio that are full of neutrals
same can be said for nuke spoils, should we remove them cause they have little impact on these maps
in short, the impact this option would have as an alternative to the current spoils options is so small it is not worth implementing.

Yes, it is totally useless in sunny. So, the onlyway it makes sense to me is if you make it:
Fog? Yes No Spoils
As opposed to your suggestion of
Escalating Flat Rate Nuclear No Spols Fog Spoils
I wouldn't play it very often as a standalone spoil.

i doubt it could be done though. would be pretty neat. you could also shoot down the radar as well.
