I agree that it looks like the 3 is shifted clockwise a bit....but its not. I just snapped some straight vertical and horizontal lines and they went directly through the middle of the spaces. I think they would be impossible to hold until one person was ready to win anyway. Those would be continents of 20 countries, all of which are borders. And it would have 40 bordering countries.
