Yes, yes, I get it. Our country was originally designed to give the states the highest authority, and for the federal government to serve the states, but nowadays federal law is the highest law of the land. Conservatives despise all that, and whatnot.

I'm not stupid, I was making a joke (or two; PANHANDLERS HAHA).
I dunno, sounds like you're describing the Articles of Confederation to me.
