Its standard to have around 25% of mafia (or more) in a large player game.
3 scum is overly balanced on the town side and 5 is possible (But 5 is standard for 20 player games). Thus 4 is more possible since there should be an Sk too.

The town was frantic for answers. Then someone exclaimed ”Illiad iz da Scum.” They chased him down looking for answers. When they reached him, he threw a box into an open closet trying to hide it. He said “I’m a commuter, Don't lynch me!” but the town would not listen. He was thrown out and left to die. They quickly ran up to the box he tried to hide and noticed what it consisted of… puffy shirts. They figured he was using them to frame the town.
