Could you please check 2 things: London and Paris seem to deploy only 2 neutrals at start instead of 3;
In Russia, the -2 troops on the winter territories seem to be deducted from total troops:
For example, if someone holds Russia they would get 11 troops, but the XML deducts 7 (-8 from Russian winter +1 from Moscow) and ends up giving the player only 4 bonus troops.
If this is what happens, it's wrong. The -2 troop deduction of each of the 4 winter territories should only apply to each individual territory, not to the total cumulative number of troops. So, if Smolensk had 5 troops on it at the start of the turn, that number would be reudced to 3, but the total bonus received by the player would not change. If the player had only 1 troop on Smolensk, no troop deduction would be made either from Smolensk or the total number of bonus / reinforcement troops.
All praise goes to chipv for the Map XML Wizard, an excellent tool.

I will look into the winter territories issue. I wonder if this is a problem with the Wizard, which I presume you are using to check gameplay. I believe I have defined the winter territories in the same manner as the Dust Bowl territories from the map of the same name, since they have the effect we were looking for. I'll run a few tests and get back to you. If there is a problem with the Wizard, I'll post to chipv's topic for it.
If you want to label these latest images with version numbers, I could try to revise the XML over the next couple of days. I still haven't had a chance to investigate the winter territories issue vis-a-vis the Map XML Wizard.
The small map is vastly improved to the version I was so critical of previously - you've done a good job of trying to clear things up.
I still have my concerns about some of the complexity, but I think for the most part these are now my own personal preference, rather than any overt and unnecessary visual complexity.
I'm sure I read something about the Russian Winter, and think I'm in agreement with whoever it was who suggested that some clarity whether this is a decay or a negative bonus would help.
There are still a couple of areas where the territory names are difficult to make out - particularly the abbreviations Ws, Dk, Sx, HO (shouldn't that be NL?)... Is there anyway you can lighten the area behind the text or add a slight pale glow/outline to the text in those areas?
I'm not sure how you're labelling the territories in the XML, but I have a minor niggle that Be & Bu both border Ba - I can see miss-attacks similar to the Shanxi/Shaanxi issue with the China map.
Finally, you could probably straighten the text for Gibraltar a fraction so it doesn't disappear behind the legend (but that's a minor niggle).
Keep up the good work - I think the end is in sight (even if you still feel like you're trapped in a tunnel).

On the map is reads "Russian Winter Kills Two Troops per turn" and while kill is definitely in line with the war theme... I think Reduce might clarify the wording a bit.
I honestly could go either way. I think its clear that Russian Winter takes two troops, one way or another and that is all that matters.
Ender, can you please check the battles bonus function for all capitals? It seems not to work for any, except Berlin (first capital alphabetically). Thanks.
