There is a way to make it so one team doesn't get to start first in all three games, but it's difficult to enforce and easy for non-experienced tourney players to screw up, so I choose not to include it in my tournaments. And by my FIRST turn, my opponent had a bonus on EACH of the three games. And with unlimited reinforcements to defend those bonuses, it's impossible to come back in all three games.
It just really sucks, these weren't even remotely fair games. Hard to take at this late round of the tourney.
Maybe next year move to chained reinforcements at least?
