As I read that, literally at the same moment, my one next door neighbour (who happens to be black as coal) is out there meticulously weeding his garden. His yard is actually quite a bit neater than mine.

It's not about race, my friend. It's about ownership. People in tenements don't give a f*ck because they are essentially just transients. Might be very long-term transients, but transients just the same. They might live there for 50 years, but at any given moment the owner (if it's privately owned) or some bureaucrat (if it's a public project) can just say, "Okay, I changed my mind. We're going to build a parking garage there, everybody get the f*ck out, 60 days notice and kiss my ass!"

The same people in places they own might become very responsible. Of course, not all would, but most. I don't know the Japanese study you cited, but I have seen studies from Brazil and from South Africa, where the local government decided to extend property rights to the squatters in the barrios, and sure enough, like you said, the flower boxes and the paint cans came out. It's all about feeling that you're in charge, that your efforts will actually matter.

Malice Green wasn't "beaten to death by two crooked cops". Both cops, Walter Budzyn and Larry Nevers, had their initial convictions overturned. They were later convicted of involuntary manslaughter, and Nevers died at home (where they allowed him to serve his sentence) while still fighting to clear his name. I came to know Larry Nevers through the trial; I knew people who helped to fund his defense.

I feel like re: budgets and not stopping mass disturbance question, we also have a set up at this point that puts officers in a difficult situation in some of these communities where these hotbeds of discontent are popping up.

A fair number of municipalities gain a notable portion of their revenue from citations. So in essence in some areas, officers end up getting too much information on how their actions are impacting the budget, and then probably feel some internal pressure to act accordingly.

If you feel like the police are doing a good job day and in and day out, and something horrible happens, you don't go riot. If you feel like the police are purposely adversarial toward your community, and something terrible happens, you get stuff like this.

It should be pointed out that the Mayor of Baltimore deliberately allowed the trouble to get out of hand.

On the other hand.

It should also be pointed out that a significant amount of policing budget for the high tech toys goes to SWAT teams designed more for impressive raids into someone's house than for actual crowd disbursement and control. Political correctness tends to go to excess in terms of crowd control and tends to be completely forgotten in SWAT team raids.

You say they were crooked, so explain that. You admit Green was on drugs. He died not because he was rapped on the hand by a flashlight, but because the drugs cooked his heart. And they did not "get off" - both had their convictions reduced to involuntary manslaughter. Budzyn stopped fighting it, Nevers died while still fighting to completely clear himself. The only parallel between Baltimore and the Green case is that someone died, but the details are completely different. For what it's worth, both Nevers and Budzyn were highly decorated officers.
