I was at Brig with less than 30 medals, so I can't go back on the list until I hit 3k again.

you have to be Brig with 30 plus medals and then you are grandfathered in and will remain on the list even if your score goes down.
You will jump another bracket though if you score goes up.

Remember, B00060 was the first. Mageplunka has it now, too. I don't know of any others, but there are probably a few more.

if there any record of who has achieved all the medals (not including rating, tournament or general achievement) in the fewest number of games ?

Cant be done, crossmap requires you play at least 60 different maps to get gold

yes it can be done, obviously cross-map is not available and quads is not possible for the Age of Realms maps so 33 medals for most and 30 on the AoR series.
