If you will just look at his ratings left, they're all mostly ones. Now, either he is really unlucky getting all players who deserve it (and by looking at some of the games, I'm sure they don't; I know I don't myself) or he is abusing the ratings. (But I can at least see how he earned his 4.4 rating)
Maybe I'm just mad at him, but foes really shouldn't be allowed to rate you.
At least take a look at it.
