Escalating Spoils Question

In order to get the specified spoils, do you need to own all of the countries listed?
For example, over the map I see :
My Spoils ([bracketed] if owned, next set worth 30 troops): Spoils[Cairo] Spoils Vancouver Spoils Stockholm Spoils [Delhi] Spoils [Port Moresby] . Where the brackets indicate which I own.
Does it mean I must control all of these countries to earn the 30 troops?

To verify, does that mean the 30 is applied regardless? And that the territories I do own from the list will give me a bonus 2 each?

Yes. You will get the number of specified troops as long as you have 3 of the same color or 3 different colors. Owning the territories on the cards is just a bonus.
