Someone how rock climbs says belay on before doing anything (climbing a face, or resuming movement after a pause) to make sure the person at the other end of their rope is actually holding on in case they fall.
the joke is just drawing the parallels between the two groups and the frequency of use of a single phrase. Army was right, it is a pretty bad joke.
