Rules of Fog of War

Can somebody tell me WHY this would not be against the rules. WHY HAVE FOG OF WAR if this is not against the rules. I don't get it...I'm in a game right now and because I made a couple of plays without really paying attention (I really shouldn't play this at work)
One of my opponents questioned why I was attacking him and proceeded to tell me where everybody was on the board.
Why have a Fog of War option if people are allowed to tell you where your opponents are...I can see two people telling each other what they have themselves, but to say something like, Hey BLUE, you better move up and attack Mexico City because RED has 25 armies there seems against the spirit of For of War.
