Europa Map Error?

I wanted to attack Smr from France, they share a border. I couldnt attack Smr.
Instead I could attack Italy, which does not share a border with France and is far further away.
Is there some kind of error to this game map?

France shares a border with Italy, Smr (or San Marino) only borders Italy (it's one of the dots in Italy).
It's kinda hard to make up from the map though, so I understand the confusion.

Italy is the whole thing, and SMR is kind of like a 'city' in Italy that can only attack outwards onto Italy. That analogy is about the best way I can think of to clear it up.

As others have said, France does border Italy. San Marino and Vatican are enclaves (ie wholly surrounded) within Italy - this map may help clarify:

so how do you attack san marino? i have all the territories except that one and i couldnt attack it?

Only Italy can attack San Marino. Only italy.
