What does a question mark (?) on an area mean? Does it belong to any one? Is there a place I can look up some of these basic subjects?

I'm assuming you are referring to your Game 10047731. That is being played with "Fog of War".

Fog of War

The fog of war masks enemy positions that are not adjacent to your forces (or your team's forces). It also masks region and zone names in the log.
