When people say deadbeat, do they mean not helping with attacks on strong components?

deadbeat = kicked from the game because missing turns 3 time in follow

It means you miss turns.

deadbeat is only those who miss 3 turns in a ROW and hence getting kicked. missing 3 or more turns in a game is possible without being kicked. Deadbeat is therefore very specific and should not be used inappropriately.
