[Site] Floating pop-up window on the Maps page

Concise description:
- Make the pop-up map window on the Maps > Statistics page (http://www.conquerclub.com/public.php?mode=maps) float down the page as the user scrolls so that it stays within the active window.
- When a map image further down the page is clicked on, the map pop-up window should open where the user can see it (not at the top of the page).
How this will benefit the site and/or other comments:
- More friendly for the user & very much less frustrating

Concise description:
- In Maps -> Statistics, the map page should pop up next to the map link
- It currently appears right at the top of the list, which is a pain if the map icon is right at the bottom of the list - you have to keep scrolling between the two

Seems fine. Maybe the aesthetics of the entire page and pop-up boxes could be improved at the same time..
