[GP/UI] Highlight Regions [Panel Interface]

Concise description:
- On the panel interface extend the BOB style highlighting of player's regions to the Stats tab.
- On the Overview tab you can mouseover a player or team and it will highlight all of their owned regions.
- You should be able to do the same thing from the Stats tab, but you can't yet.
- The interface would be better as it would require less switching between tabs.
This seems straightforward and obvious! Submitted.
