A player annhialated a stack of mine and the territory reverted to neutral
How???

He might have bombarded the terro, he could also have nuked it with spoils.

If you read the map under the little map on the right side. All European countries can atack their own Landing Point (and vice versa) and
BOMBARD any other territory within their empire.
Its a really good trick to get cards in multi-player escalating games, just nuke the one you probably will run through anyway, or nuke the one which your oppenont will not come through, what will you decide
!
